		<description>The audits don’t explicitly attribute any of the problems with the five now-defunct regions to corruption...&lt;br/&gt;&lt;br/&gt;If these people (deliberately) fail to curtail and address incompetence, at some point, incompetence becomes corruption.&lt;br/&gt;&lt;br/&gt;Re; &quot;the books&quot;, nobody ever went to jail for keeping lousy records, the easiest way of all to hide theft.&lt;br/&gt;&lt;br/&gt;There is no reason to believe that the oversight that is supposed to protect taxpayers from being ripped off, is any better in any other agency of government.&lt;br/&gt;&lt;br/&gt;There is a bunch of pigs feeding at the trough, and nobody looking after our interests.&lt;br/&gt;&lt;br/&gt;It will continue for as long as public servants can answer legitimate questions about the public interests by saying; &quot;no comment&quot;</description>
